Under split payment a public body pays the VAT on an invoice straight to the State. Engineering firms and agencies set up as srl or spa companies remain inside it.

The body pays the VAT to the State. The VAT on purchases, freelancers and equipment, on the other hand, you pay yourself, so the credit grows quarter after quarter. Every month the report shows the VAT credit in the Cassetto, how much you have already used in F24 payments, and it follows the refund claim until payment, alerting you if it stalls.

A year’s revenue can hang on one tender or one contract. Every month the report measures the share of the top client and the concentration of the whole portfolio. Then it calculates how much revenue remains if the main recurring client stops giving you work.

The yearly average tells you little about how things are going, and you need not wait for the accounts. The report reads invoices month by month, separates immediate from deferred invoices and builds the seasonal profile of your work. It also emails you when a regular client sends fewer assignments, before the gap reaches your cash.
Withholding tax for freelancers

They are designers, copywriters and consultants with their own VAT number, and the 20% is paid with F24 (the Italian tax payment form) by the 16th of the following month. The report compares the Certificazioni Uniche (CU, annual income statements), Modello 770 (the annual withholding tax return) and the payments, and flags anything that does not match.

It pays the VAT directly to the State. Invoices travel as FatturaPA, the e-invoice format required for the public sector. For an engineering firm that works mostly with the public administration, VAT on sales barely comes in, while VAT on purchases goes out every month. Businesses in split payment can claim the refund with priority, but the claim needs following. And in 2024 almost one euro in five invoiced to public bodies was paid late. The report brings credit, offsets and refund together on one page. Your accountant carries on as before and, if you wish, receives the report in copy.

Questions
Does split payment create VAT credit for engineering firms?
Yes, if it works a lot with the public administration. The public body pays the VAT straight to the State, while the company pays VAT on its purchases, and the difference becomes a credit. Businesses in split payment can claim the refund with priority. Every month the report shows the credit in the Cassetto Fiscale, how much you have used in F24 payments and the refund status.
Is a professional partnership subject to split payment?
No, if its fees are subject to withholding tax. Since July 2018 these services are excluded from split payment: the public body pays the VAT to the firm and holds back 20% in withholding tax. That withholding is your money, held by the State until the tax return, and the report adds it to the firm’s liquidity.
How is freelancer withholding tax checked?
By comparing three documents: the CU, the Modello 770 and the F24 payments that settled the withholding. The report does it every month and flags a mismatch before anyone else finds it. For businesses working with many freelancers, such as agencies and design firms, it is the check that matters most.
What does an agency with few large clients see?
It sees how much each client weighs on revenue and how much would remain if the largest one left. The report measures the top client’s share, portfolio concentration and clients won and lost against the previous year. In the sample report the top client is 18% and losing it would cost 11.4% of revenue.
How does the report read staged billing?
Each invoice counts in the month it is issued, split between immediate and deferred. The report follows the trend month by month, builds the seasonal profile and compares revenue calculated from invoices with revenue declared in the VAT settlements. In the sample report the difference between the two is 0.30% for the first quarter.
Does it help with a tender’s financial requirements?
It works as an up-to-date basis to present to banks, confidi (credit guarantee consortia) and leasing companies, for example for a guarantee or an advance. Every month you get a version with the tax score on six dimensions, the regularity of VAT and INPS payments and last month’s figures. It does not replace the formal requirements set by the tender.
